Kentucky Public Adjusters Are Under Attacks

In the 2026 Regular Session, the Kentucky General Assembly passed HB 568 and HB 355. Together these bills prohibit new Kentucky public adjuster licenses, strip existing licensees of the right to negotiate with insurers on behalf of policyholders, and block licensed real property appraisers from filling that role. When signed into law, they will fundamentally alter, and for most practical purposes eliminate public adjusting as a profession in Kentucky.

Kemper Law Office represents Kentucky-licensed public adjusters affected by this legislation. We are preparing a legal challenge and are in communication with national organizations that share these concerns. We are actively building a litigation group of affected Kentucky licensees.

Our Background with Kentucky Public Adjusters

Kemper Law Office is a Louisville civil litigation firm with experience in constitutional litigation, policyholder disputes, bad faith insurance claims, and first-party property litigation. We have handled cases at the trial court level and on appeal. We have represented policyholders against insurers, worked with public adjusters, and understand how insurance companies value and approach disputed claims. That experience is directly relevant here.

There is strength in numbers in this kind of challenge. We are building a group of affected Kentucky licensees now, before the litigation is filed.
